If you are comparing this to gun control you are looking at it wrong. Gun control attempts to stop bad people from doing bad things. Of course that doesnt work. But the point of this law isnt to stop poachers from spotlighting, of course they wont. The point is to get everybody else the hell out of the way so resources can be used where it will matter.
For the legal shiners, I'm am curious how many poachers have you guys actually caught while out "helping" the C.O.'s? Driving around willy nilly isnt exactly the best way to catch them. IF you really want to catch one, try sitting in the dark night after night until somebody comes by shining, then turn them in. Of course then you would be wasting your time with the legal shiners.
There are other reasons why this law would help, but I'm guessing this is the main one.
