Here is how I like to stratify packets of wildflower seeds to plant. I place them in a container with a damp paper towel under them.
This is Helianthus giganteus (Giant or Tall Sunflower), this one packet (2.50), will allow me to grow at least 15 plants and since they spread by rhizomes that can turn into several more so the goldfinches should be happy on my farm.
