I will also disagree with anyone who says it is a civilian's "duty" to carry and protect, including off duty law enforcement, or retired or off duty military. To suggest otherwise is absurd.

I would have a hard time living with myself if all I could do is watch a horrible crime that I had the training a know how to stop. But just chose not to carry.

But that's just me I won't have to live with that myself.
No I don't think you should have to carry but give good reasons not to.
