Sorry I was too vague.
So if I choose to cover my wife with my employers healthcare, but her employer offers her healthcare I have to pay a penalty. So it would be more cost efficient to have our healthcare at each of our own employers. Which keeps people from doubling up on who has better coverage.
I would have to check into if that also would apply to children with employers who offered healthcare. Which would have been your situation.
