That's it. Any mixed-use rec farm would qualify, right? Basically any farm with cash rent, crop-share, or CRP would qualify a NRLO for a tag or entry into the "special application"? Am I understanding that correctly?

Any NR that filed a return would qualify regardless of whether they own land. If not filing a return then 160 acres would qualify.
It’s a can of worms no matter how it’s written. Take a business as she stated for example. Who gets the tag? Every child and friend because they were written a check so they could file a return. How about the 160 acres that’s in a trust or LLC? Does a family or partners take turns getting a tag? It’s not a good idea except for the NR’s.
This is one that needs squashed completely, no exceptions or negotiations.
Again, it’s all about the horns. NRLO’s can hunt or fish their ground as much as they want, just not antlers.
 
Zero justification on how this benefits residents of the state of Iowa. Teeing these politicians up on how they putting residents of another state ahead of their own constituents. Its total bullshit. Know this...... its all about getting campaign $$$$$ from wealthy donor
 
I got the same word for word reply from Larry.

I replied to that letting him know he is not putting the residents of that state he was elected to represent first, instead he is favoring nonresidents.

I’m not sure on that. I am sure this cannot pass & if it does…. I can tell u how the rest of the story goes in a matter of a few years or less. U guys please need to write in and ideally some show up tomorrow!!!!
 
I received the same blanket reply from Larry (He Him) told me everything right there, but I did contact my district rep also even though he is not on the committee and his clerk replied back with this.

Representative Andrews does not support this bill. He does not sit on the committee governing it, but I did reach out to one of the subcommittee members yesterday he talked like he had no problem letting it get through that process to the whole committee so they could get more input from members of the House. Just about all lobbyists are registered as a ‘no’ on this and this committee member indicated that if it gets to the house floor he will speak in opposition to it. All of that being said, it needs a committee hearing and Ways and Means has one tomorrow right after the subcommittee on this. I will plan to attend that meeting to see if I can get a feel on how it’s going to go if it reaches that floor for debate. There are only two more weeks left in this years session and I think (just my opinion) this will not reach the house floor.

I will keep track of this and if something changes I will let you know.

What can I do as a nonresident, DIY hunter? Will this small percentage of wealthy nonresidents get all the tags in that pool until they're gone, why wouldn't the state just give out one landowner tag (good for that property only) for any nonresident owning 160 or more vs this, how can't these politicians see how incentivizing wealthy nonresident landowners will create a demand that leaves their constituents left to deal with no private to hunt, buy/own etc.???? I have so many questions but based on their responses to the folks that have reached out tells me the dirty money from these NRLO's isn't on the way, it's already hit their accounts!
 
If they are going to blow the doors wide open for nr landowners, I will move myself and my business across the border into South Dakota where I have a more beneficial tax situation. If being a resident doesn't give me advantages, screw em. The cancer rates are bad enough to make me question the wisdom of being here anyway.
 
Yeah I'm with HillRunner. I've seen the direction this state is going in many regards and have no problem jumping to SD if the residency advantages get shot to hell.

Well and as you always say Skip, right here is the problem. We dont know, but if they "take" 3000 statewide tags away from "every NR"- they should go to LOT tags? But then again, the argument will be, well those 3000 are only on their land, lets get those 3000 back into the pool, and suddenly we are at 9000....then suddenly it will be well the LOT got 3000, so lets match the NR 6000, and bam, 12000 non residents to "help tourism" in Iowa... if I didnt have a meeting I cant miss at 10 am and then a 2.5 hour drive to the capital, I would be there in a second to have conversations about this bill...
 
I sent out emails Monday and received the same BS canned response from Jane and Larry. At the time I didn't know about the Texas guy that has her ear but it makes sense. The fact these politicians are trying to make it sound like the NRs who own 160 are contributing so much that they deserve preference over other residents (in terms of access to land) or non-residents (shorter wait times) is crazy. If that is how they feel then as others have stated I have no reason to stay in this state. I can buy land and prove to the politicians I have "meaningful ties" to this state and can get preference to get tags more easily. How can one argue that by me purchasing 160+acres of land as a non-resident I would have just as much meaningful ties to this state then I do right now by living here, paying taxes, shopping here, coaching local youth teams, serving on city boards and helping thousands of other residents in this state when they have a health issue? I could have moved back home to be closer to family and have better fishing and make more money but instead I chose to live here because that was the sacrifice I made to hunt here every year but now we're going to think about letting non-residents who are not willing to make that sacrifice have similar access.

I'm really just venting in this post because I'm sick of these sellout politicians. I'm sick of people saying its the Democrats or Republicans fault and the other side is evil. I was hoping hunting would be something they couldn't or wouldn't destroy but it's becoming obvious they will for the almighty dollar. I will vote for whoever I think is best, but it seems since the Rs have control of this state all the bad bills come from them as long as one of their big money donors will pay them enough to introduce it. Cancer rates are going through the roof and we have a Governor who wants to blame binge drinking (like other states like WI don't binge drink?) and we'll protect pesticide companies. The state budget is out of control (are there any fiscally responsible Rs left?) and unless somebody has the balls to do something about it we are going to be in a terrible place in a few years and it will always be someone else's fault. We think our public schools are broke but instead of trying to fix them we will just go with the vouchers to increase more spending because our OOS donors say it's a good idea. Good ideas are good ideas regardless of the party and the opposite is also true. I can't believe I have to come to a hunting website to discuss the BS politicians are doing to try to ruin this state's hunting because of money. Hopefully this bill gets shut down but I won't hold my breath.

I might join you—it’s tempting to buy a ranch in SD—get twice the acres … pheasants, deer, turkeys etc…

0% state taxes, & conservative values.

Fewer trees, & probably not a lot of Booner bucks, but might be able to shoot a Muley as well.

Let’s see which direction Iowa goes with management & politics !

Can definitely understand this. I live in one of the poorest counties in IA and my taxes are crazy (could own lakefront property in WI for less with a house worth 3x as much). Taxes are going to go up again this year. Talked with people on the board of supervisors and the local politicians are essentially telling them to live with what they have so they can look good. The board's response is what services would you like the county to cut because we already don't have enough to fix our gravel roads and bridges or pay for our necessary county service? All the money is getting siphoned from these rural communities and a lady at the assessor's office believes these rural areas will eventually have to become unincorporated and lose their fire and police depts. Schools will have to continue to consolidate. Essentially the rural areas are getting gutted and there are good Rs (and Ds) trying to let people know but it seems nobody is listening. All I hear is Rs are for lower taxes but my taxes keep going up due to low property values to make up the state shortfall. The money from my local taxes are going to the state fund and not helping to support the local needs of my communities. It's very frustrating and I can see the allure of someone moving to a state with a better tax situation like SD.
