I am a small time taxidermist and that is exactly what it is. That is a bad stictching job. After they are done stiching it they should spray it down, then comb it, and then pin it flat ( I use pipe insulation cut in 1/2 or 1/4) until it dries. You might be able to fix it if you get it...
