Bill in Congress to Prohibit Most Trapping in Refuges

New legislation introduced to the U.S. House of Representatives would make trapping that will “kill or capture wildlife by physically restraining any part of the animal” illegal within the National Wildlife Refuge system.
The bill, HR 3710, was introduced by Rep. Nita Lowey of New York.

The language of the bill would ban all common traps, such as Conibear-style traps and foothold traps, that are used to control predator populations.

First time offenders would be fined up to $500 for each proscribed trap used or possessed. For subsequent offenses, a person in violation faces fines up to $1,000 for each trap used or possessed as well as imprisonment for up to 180 days according to the U.S. Sportsmen’s Alliance. All traps must be forfeited as well.

“Trapping is universally regarded by the wildlife management community as an invaluable tool to control predators and furbearers,” Bud Pidgeon, U.S. Sportsmen’s Alliance president and CEO, said in a press release on the subject. “The USSA will be working to kill this bill should it gain any traction.”

Similar bills have been introduced to Congress in the past, but have not been passed.
