Bow poundage maximum?

I recently had a local pro shop put on winners choice strings and cables. I took it to the pro shop and tested the draw weight. It tested @ 65 lbs. The pro was only able to turn the bolt about 3/4 turn and he said it wouldn't turn any more. Again it tested at about 65lbs. Any ideas as to why I can't get 70lbs out of it. Is the string or cable the wrong length. I paper tuned it easily prior to attempting to crank up the poundage. Also, if the bow tunes, will it shoot effectively? Please let me know your thoughts.
 
Don't know the answer to all of your ?'s but 65# will kill most animals around here and its a smoother draw...
 
Too short of string? Too long on the cables? Did the draw length change and did it max at 70# before the string change or has it always been that way?
 
Bow would max out before string change. I have not noticed any noticeable difference in the draw length. Bow paper tuned quicker than ever before. I am not concerned about 65 lbs. I am more concerned about the efficiency and safety of the bow should it be a slight difference in string length or cables.
 
Look up the specs on your bow and then measure your axel to axel. Sounds to me like the string is going to need some twists or may be too long!
