Cmeer Deer- Is it legal in Iowa?

Just wondering where products like cmeer deer and the little lick blocks that wal mart carries, fall in the baiting laws.Are they legal in Iowa?
Alot of places are selling them.

You can use them, but you can't hunt over them or hunt a trail leading to them. So basically, no you can't use them.
