Subject: House Study Bill (HSB) 556---Increasing the number non-resident deer and turkey licenses



PF FOLKS—PLEASE CALL THESE LEGISLATORS LISTED BELOW AT HOME THIS WEEKEND, AND PLEASE CALL YOUR OWN LEGISLATORS AS WELL, EXPRESSING YOUR OPPOSITION TO THE BILL BELOW. CALLS ARE BEST—HOWEVER, IF YOU CANNOT CALL, THEN PLEASE EMAIL SO THAT IT IS WAITING FOR LEGISLATORS ON MONDAY WHEN THEY ARRIVE AT THE CAPITOL. This bill would increase the number of wild turkey and doubles the number of nonresident antlered or any-sex deer hunting licenses. The bill increases the number of nonresident antlered or any sex deer hunting licenses available from 6,000 to 12,000. The bill increases the number of nonresident wild turkey hunting licenses available from 2,300 to 3,300. This is the DNR bill to expand the number of non-resident deer any sex licenses by 6,000 and non-resident spring turkey licenses by 1,000.

This is the standard DNR bill that PF chapters and members have opposed in previous Sessions. The only thing different this year is that the DNR is suggesting that it will use these funds to create an access program. It is our position that there are better alternatives to create that funding if needed.

The Iowa Conservation Alliance voted in January to oppose this legislation. This bill has been assigned to a House Natural Resources subcommittee and now is the time to contact this subcommittee and let them know Iowa Conservation Alliance and Pheasants Forever oppose the bill.

TALKING POINTS ON HSB 556:

PF agrees with the Iowa Conservation Alliance which opposes increasing the number of deer and turkey permits for non-residents. The ICA is an affiliate organization comprised of nearly all major conservation organizations in Iowa and 60,000 members.



Hunting Access is a growing problem:

Recent surveys of PF leaders and members found the average respondent had lost access on over 5 farms totaling 1274 acres in the past several years. Among the causes of loss--32% were to non-resident recreational land purchase, and 39% to hunting leases that catered mostly to nonresidents. Surveys of leadership, members and Iowa PF website subscribers found 70% of respondents favor no basic increase in non-resident permits over present. They believe that expanding the number of non-resident any-sex deer & turkey permits will increase recreational access problems for resident Iowans and complicates deer management.


Resident Iowans are Important:

Iowa deer hunting (a $100+ million industry) and harvest depend on resident Iowans finding recreational access to control our expanding deer population.
Among Iowans who hunt only 14% travel to hunt in other states. Fully 93% of Iowan’s total hunting days, anywhere, occur within the borders of Iowa.
Almost all Iowa sportsmen choose to or have no choice except to hunt within our own borders. They are finding it increasingly difficult to secure access.


There are Better Funding Alternatives that do not impact Iowan’s hunting access
PF supports the DNR’s need for expanded funding—however, we suggest that there are better alternatives to create the funding the DNR seeks.
The DNR suggests that it wants to create an access and land acquisition program with the funding generated from selling additional nonresident permits. However, increasing the Habitat Stamp by $10, or creating a $10 Access Fee for all hunters creates more funding than the proposed increase in nonresident permits.
In addition, increasing general license fees for all nonresidents and increasing the cost of the current numbers of nonresident deer and turkey permits could add an additional $1.5 million annually to the DNR’s programs.
There is also much support for a permanent, dedicated, Missouri-style, public funding initiative for Natural Resources among our PF chapter leaders and members (this is an earmarked % of a sales tax increase, or similar vehicle that is dedicated to natural resources). Legislators should give this serious consideration.

These are the primary folks who need to hear our opposition to the bill--HOWEVER, it never hurts to let the other 95 members of the House know of our opposition also. So please—even if your own Representative or Senator is not on this list…………..call them and express your opposition.
 
Thanks for the info on this bill. Representative John Whitaker has already indicated to me that he would not support this bill, but time will tell.
As noted in other posts relating to outfitters and leasing, it doesn't take a rocket scientist to see that if this passes it spells disastor in more ways then one can imagine.
Please take the time to at least send an email and preferably a call...it's YOUR future!
 
I spoke to Mr. Iverson about this issue last week and e-mailed a few more today. Let's all not get lazy about this issue.
 
Hey I have an idea! Why don't you e-mail your politicians and tell them to raise the resident license to $310 instead. Then your state could build a wall and keep the EVIL NR's out all together.
If the evil non-residents were to fill every tag issued to them they would kill 8100 bucks and 2500 does. Hey you should limit the number of cars in your state too, I'm sure they are doing more damage to the herd than we are. DEE DA DEE!

No one said that NR's are doing any damage to our deer herd but when NR's take away our own oppurtunity to hunt deer in our own state...you can bet we're going to have something to say!
If you have taken the time to read any posts at all...then you know that the NR situation has severely limited resident access and therefore our ability to control our deer herd.
We all understand the frustrations and I hate to see it be "us or them" as we're all deer hunters passionate about our sport...but I'm afraid it has come to that and I see no end in site.
 
no one is saying "let's ban all NR hunters" we are just trying to keep license quotas at a level to maintain hunting access for everyone. if the legislature had their way, for $450 everyone that walked into a wal-mart would be able to get a tag. how long do you think our herd would be putting out the quality of deer that we presently maintain? or what would the quality of the hunting be for those that travel to iowa. sure, keeping NR tags to 6000 means you can't hunt here every year, but when you do hunt here, you know that the buck of a lifetime could be just around the bend

I would rather go to Iowa and hunt every three years for the next 30 and have a great hunt than hunt every other year or so and hunt like its my last time in Iowa cause it just might be. The money thing is already bad in some parts of Iowa, what do they think it will be like if an Outfitter has a guarenteed income every year.

Great idea with the $10 fee to go toward access. Create something like a Kansas walk in program or the MT Block management.

And get rid of those 2500 doe/party tags that they are selling to Nr's. People are leasing and buying land, having half dozen guys put in for the guntags at different years and party hunting off these things. Get rid of these and this wil discourage them even further.
Besides with the new tag system the antlerless tags were increased by 8000.

Residents are, and always will be, the best manager of antlerless deer.

This call in reporting system that they have proposed for this year may turn around and bite us though. If they find the number of deer to be higher than what they are figuring it may be hard to argue letting more tags for certain areas. I believe that the current system grossly underestimates the overall nunmber of deer taken every year.

I'd like to see all the numbers. Licenses bought by residents. Licenses bought by NR's. Success deer kill percentages. Estimated deer herd. Then maybe we would better understand the resident fear.

If you guys don't do something about the growing deer herd numbers, the insurance companies will have to force the DNR to let go some more Mountain Lions. I don't think they spend as much money in your state as the NR's do.
 
I would state that the "growing deer herd" is a matter of varying opinions based what portion of the state you are looking at. I would say my area is down without a doubt from 4 years ago. (Central IA)
 
I agree, Id say the deer numbers are down around here to ( extreme Northwest)
But, my part of the state is not what this debate is about, in fact, many hunters in my area draw for out of state tags to go hunt whitetails in west river S.D. or Kansas.

I think the deer numbers are way down in S.E. iowa too. Did'nt even see any deer this season!! I would'nt even waste my time coming to hunt.

It must be from the 5000 bucks and a few does the darned NR's take every year. Bring on the Mountain Lions!

Earflap...on the ground that the die hard QDM hunters and shotgunners are utilizing, I'd say the numbers are in check the way they should be. On the ground with the limited access (ground owned by NR, outfitted ground, and leased ground), the numbers of antlerless deer is off the chart. I am not speculating on this either...I spent time in my home county with variable deer sightings, then head to a county with limited access ground and will see upwards of 100-200 antlerless deer in a weekend from just driving around.

As far as real numbers.....you would have to check with the DNR but even thier figures are likely estimated based on no accountability for harvested animals.

The fear I and most of us have is if the regulations are changed to allow more NR tags, the land availability will drop at a steady rate until it is difficult to find ground worth hunting and the good ground will have the limited access even more than it is now. Bottom line...if the residents are not able to access the majority of the hunting ground, we will never get ahold of the rising deer herd....NR as a whole do not put any sort of harvest impact on the does nor do most of them care to. (coming from me...a former NR)

As far as the MT Lion issue.....EHD will kill far more deer than lions can ever come close to and if the numbers of deer are truely inflated....we are in for a massive outbreak in the next few years.

I understand the frustration of not getting drawn for a tag as I was in the same situation a couple of times but I also had the mindset that if it was unlimited access that hunting would be no better than the state I was living in at the time. Good luck in the draw and I wish you luck when you come to our state to hunt.

I would much rather hunt Iowa every 2-3 years and get a quaility hunt than hunt it every year and have people running everywhere and less deer.

I talked to Sen. Hankock on this issue an sat. at the cracker barrel in Dbq. and he said he wouldn't support this bill.
