20 Section 1. Section 483A.24C, Code 2007, is amended to read
30 as follows:
40 483A.24C DEER DEPREDATION MANAGEMENT AGREEMENTS ==
50 PERMITS.
60 It is the intent of the general assembly that the
70 department shall administer and enforce the administrative
80 rules concerning deer depredation that are contained in 571
90 IAC ch. 106. <span style="color: #FF0000"> Such rules shall provide that deer depredation
100 permits are issued at no cost to producers of agricultural or
110 high=value horticultural crops and that such permits are
120 transferable and may be sold by a producer to a resident or
130 nonresident hunter, without prior notice to the department.</span>

170 This bill requires that the natural resource commission
180 adopt rules providing that deer depredation permits issued to
190 producers of agricultural or high=value horticultural crops to
200 shoot deer causing excessive crop damage, are free, are
210 transferable, and may be sold by a producer to a resident or
220 nonresident hunter without prior notice to the department of
230 natural resources.
