I'd call the number for ELSI 1-800-367-1188 again and ask someone. If you can't get a real human there, call Iowa DNR at 515-281-8688. Bet they could give you an answer.

I would have replied earlier but I just returned late last night from a WY antelope hunt.
I have never heard of a "Non res excess" license. If your cost was $309 it was the normal NR any sex license.
If you have any questions do NOT contact the ELSI system. All they are is a clearing house--the same as if you called in and ordered a magazine subscription. These people are not DNR employees and would not have a clue on any rule or regulation.
