Tiller Seeder on Craigslist

I agree, I'd think it would shake a lot of seed out, especially when you hit a rock or something solid. The seeder looks like it's a chain and gear system run off of the rotation of the tiller too. When I ran my old 3pt tiller, there were spots where I would have to creep across at high RPMs, just to break up the soil. This would distribute way too much seed in these areas, right?
 
I can’t tell from the pictures- but I’d think that you could have the tiller on and the seeder off. Then run it after you did first pass?
 
I would assume the seed chains are driven by the packing wheel, not the tiller? I can't see how it would work being driven by pto speed.
