It appears that this bill takes the NRLO outfitter tag concept and adds an allotment of 3,000 NRLO tags. The number of over all tags is not increased, it remains at 6,000.

The bill references Iowa Code section 483A. Here is a link to that code section for reference. https://www.legis.iowa.gov/law/iowaCode/sections?codeChapter=483A&year=2020

Page 1 line 24 of the bill starts a new section that references 483A.24 subsection 19 then line 11 on page 3 defines what that subsection 19 is.

Back soon- please everyone - pitch in and write in. That’s our Only hope to block the disastrous bills & bills that will decimate the every day hunter & our resource. Do ur part folks. Couple mins to write in. I’ll fire my 2 cents of bullet points, letters & reality of impact soon.

So many bills, who knows which one is which. This is odd to involve outfitters? Why would a NR landowner need to associate with an outfitter?

They don't. It's a loop hole. All you have to be is a registered business so if your farm is a registered business you can guide yourself. This was in one of he first bills this year and copied on this one.
