Deer stands on public land

so I've found this nice tree for a stand on public land, however there is a limb that is about 3 inches in diameter blocking my path up the tree. I've looked everywhere and have been unable to find any information on whether or not i am able to remove this single branch. any tips or advise would be much appreciated.
 
From what I recall it has to be less than 1” in diameter to cut. I assume you are using a climber? May be worthwhile to look at a stick and stand mobile setup for that location
 
In iowa you are not allowed to cut any to the best of my knowledge. I was told that when talking to an officer on the public I hunted but that was a few years ago. I know It's been mentioned on Midwest Whitetail That the public land guys can't trim lanes
 
Legally not allowed . I’ve walked alotttt of public shed hunting and saw a lot of trees magically break like saw marks though
 
If I recall, you can't trim anything EXCEPT willows up to 1" diameter. Public guys, does that sound right?
 
Nothing besides willows can be legally cut in regards to trees. From the regulations.
