Peach tree problem

I planted three white peaches this spring that had tons of buds on them. Then a yellow as well a few weeks later. Currently the yellow is doing great but the whites never really kicked into gear, have small leaves and the limbs have started dying back. There was a fluke night where it got well below freezing could this be the cause?

Cold weather could likely be culprit. Do better down south. A lot of my new peaches look the same way. But- I would also look into insect or disease. Just in case that has anything to do with it. Lots of pesticides for peach issues & might check that out. Likely cold but any tree species is usually at its most vulnerable to a huge list of factors year #1. U can get peaches to grow if S iowa & hopeully u Get those to bounce back.
