I think site selection is more important than anything.
Fruit trees need to be well drained soils. They do not like their feet wet.
Avoid clay soils as well.
And if possible plant them up on a hill. Late frosts can zap a Fruit year. Low spots or dips in terrain are more susceptible to late...
That's kinds where I was headed.... double check but I don't beleive alfalfa counts as a crop year for CRP eligibility. They consider thst seeded down. My understanding is you need to be running grains to start the clock on crop history for CRP eligibility. Double check.

They certainly can, but more often than not they will be below average market value for that area on a per acre basis. Anecdotally, big Warren co farm ~ 800 acres just sold for mid 5's. You arn't buying anything in Warren under 200 acres for less than mid 6's (rare exceptions)
There will always be extreme outliers. Someone that is on their way out that gives someone a killer deal out of good will, someone that gets bamboozled, someone with an extreme urgent need to sell immediately, etc. I know of a KILLER farm that sold for under 4k just a few months ago. Old guy...

I've experimented with them all in different combinations and percentages.
Anything other than PTT turnips and radish is doing yourself a disservice imo.
