Both the House and Senate introduced HJR/SJR 4 calling for an amendment to the Iowa Constitution guaranteeing the right of Iowans to hunt, fish and trap. If this passes this year it would have to pass again next year and then go on the ballot for the electorate to decide in 2018. Perhaps I'm over simplifying it but that's how I read it. I also think this has been introduced in previous years.
