I think the weather has a major impact on the full/new moon phases. Right now, when it's 70 degrees out, the full moon allows the deer to be out all night. Since they aren't eating as much, they can also limit their daytime activity during a new moon phase.

When second shotgun & late muzzleloader roll around, they have to either spend their time eating or dying of the cold. Then a new moon, coupled with 17 hours of pitch dark will help to limit their nightime activity. Of course, this is all very unscientific opinion on my part.
