Generally speaking bucks will begin new growth shortly after shedding their antlers and continue this growth through the end of August.

The deer I see regularly started dropping their antlers late January. Most were in February & the last one was the first week of March. All of them now have very visible sprouts & some even have begun points. They should stop growing around August & shed their velvet.
