Hmmm...that one seems pretty significant. It is like they want to return to the days when the local sheriff decided whether a given person could get a permit to carry...or not.

This bill relates to the issuance, denial, suspension, or revocation of a permit to carry weapons and a permit to acquire pistols or revolvers. Current law provides that the issuing officer (county sheriff or commissioner of public safety) shall issue a permit to carry weapons to an applicant unless the applicant does not meet certain requirements of Code chapter 724 (weapons). The bill allows the issuing officer to deny the issuance of 35 -4- LSB 1452YH (2) 88 mo/rh 4/ 6
 
If I read correctly it states "Any person who desires to acquire ownership of any pistol or revolver shall first obtain a permit"
So you can not even purchase a hand gun without a carry permit or is that a different permit just to purchase a hand gun?.

PA always issued carry permits through the county sheriff, you can also just get a hunters permit to carry too I believe but don't need a permit to buy one.
 
Currently must have carry permit or permit to acquire to buy a handgun. That part doesn't appear to be changing. Want is proposed to change is the Sherrif "may" issue instead of "shall" issue.
