SF 2379 Question (Shall Issue)

So a version of "shall issue" made it through the session. I love the 5 year term and the lack of interpretation as to who's qualified but does anybody know if we will still be limited to where we can carry by certain cities or places of business in particular? Here's the part I've been focusing on:

All permits so issued shall be for a period of five years and shall be valid throughout the state except where the possession
or carrying of a firearm is prohibited by state or federal law.

So is it saying that the right to carry cannot be infringed by lesser authorities than the state itself? I've heard conflicting reports through the grapevine.
 
It sounds to me like you are good state wide when the permit is issued. I think the clause you are referring to addresses federal law more than state. For example, for a while in PA a conviction of a state misdeamenor of the first degree did not prohibit a person from possessing or carrying guns, however, by fed law a PA M1 which has a possible term of imprisonment of a year or more does prohibit one from owning firearms. Federal law does supercede state law, therefore, the person could not own guns in PA. I think they're trying to cover those areas.

Also, fed law prohibits one from carrying in fed courthouses and fed building. I'm sure the state of Iowa also prohibits carrying in county and state courthouses although a permit to carry has been issued.

There are laws in Iowa prohibiting concealed carry in casinos and schools so those laws will supercede the right to carry law. But to your question, if Davenport wants to inact laws to prohibit conceled carry with in the city, or if Dubuque County wants to inact laws to prohibit conceled carry in the county can they do it? Beats me but I hope not. Probably won't know until the Supreme Court tells us what the law says.

Yeah, I'm not sure about the city thing, I don't think any city or political subdivision can limit carry BUT I think businesses can still put up signs that disallow carry. That has been the case in the past and I was hoping it would be addressed. If not, it'll be interesting to see if more of these signs pop up as the anti crowd uses the tools they have to oppose common sense changes.
 
Question fror you CCW guys, what are the requirements to get a permit now?

I had a CCW a few years ago and then never renewed it. At that time you had to take a course and then shoot a qualifying round. Does the course still count? Is it kinda like a hunter safety course where it's good for life? What about a shooting test, do you need to qualify every year and is it still annual renewal?

Not sure if the training is good for life or not but if you have documentation, you might not have to take it again but just need to reapply for a permit. You do not have to shoot every year to renew, just go to the courthouse and pay the renewal fee. As long as the new bill gets signed by the governer, it'll make the renewal every 5 years instead of every year.
