Final grade was just done on our property. Used a power rake and it is bare dirt. Is it too late to seed white clover? Be better to frost seed at this point? Thoughts?

It's late, but you could seed some rye and clover right now and probably get something out of the rye for this fall and then the clover will come on nicely next spring...and the rye will also start growing again and be an excellent nurse crop next spring. Mow the rye off, or not, you should have beautiful, weed free clover next year.
 
I agree with Daver.I have used rye as a nurse crop 2 times and you will be amazed how well the Clover comes in after you mow the rye. Might be too late for a soil test so I would fertilize well.
