Which county is the best?

Ok, I live in Mitchell county, and I have always heard that southeast Iowa has been the best place to hunt. Well, In 1991 My grandpa took a 200 5/8 nontypical outta this county and 2 years ago I missed 2 170+ typicals cause i didnt want to just wound them....so should i go to southern iowa cause i have family that lives down there, or do I just stay here?
