Today is the end of the 6th week of the legislative session. As such it is the last day a bill remains viable only if it has been through a committee in the corresponding chamber, in other words House bills need to be passed through a House Committee and a Senate bill needed to be passed through a Senae Committee to remain alive in the process. This is a general rule, there are lots of shenanigans that can and will be played to keep bills alive. the favorite way is somehow attaching them to Ways and Means bills or Appropriations bills, anything regarding money. Those bills never die.

I'll try to go through the list of bills of interest and list whether they have made it through the funnel or not, with the huge caveat that anything is possible so it's still a little early to count anything out.

SF 2142 Increases NR tags with a twist: good question on this one. I believe it is still very much alive even though the amended bill has yet to be published or assigned a new number. The Senate adjourned Thursday morning and won't reconvene until Monday the 21st at 1300 so maybe it will be published then.

SSB 3134 Restricts how much the DNR and County Conservation Boards can spend to acquire land, still alive and has been renumbered SF 2312.

SSB 3139 Would form a study group for establishing adding crossbow instruction in PE and extracurricular activates, should be dead, a sub was scheduled but canceled.

HSB 610 Nonresident Landowner Tags, still alive, renumbered as HF 2410.

SF 2182 Shooting feral hogs from an aircraft, sub was appointed but did not meet, should be dead.

SF 2219 Transferable landowner tags, sub was appointed but did not meet, should be dead, but this is a very popular bill in some circles and should not be counted out.

HSB 609 Hunting turkey with a .410, this bill and the Senate version are both alive and are the same after amendments. 28ga and .410 with tungsten and shot size no smaller than 10. HF 2370 and SF 2334.

HF 2057, taking of nuisance animals, still alive, passed full committee and renumbered HF 2369.

HSB 651 Bow tags good for the late January season, still alive renumbered as HF 2365.

SF 2011 Youth Season Deer Tag Sales, still alive, the house version HSB 608 is dead, the subcommittee did not meet.

HF 2044 16 year olds accompanying adults hunting and trapping, still alive, renumbered as HF 2209

SSB 3050 Mowing highway right of ways, "Tabled until future meeting". This is one of those bills that could resurface at any time. As in other bills of this nature it is very popular in some circles.

HSB 627 Hunting untamed game livestock, subcommittee meeting was canceled should be dead.

HF 2118 Protects wolves, black bears and mountain lions, did not have a sub appointed, pretty sure this one is dead.

SSB 3074 A tax/ways and means bill that affects IWILL and the trust fund, still alive and amended, new number SF 2206. I have not read the bill so I do not know how the amendments effect it, this bill is funnel safe and will probably be debated on the last day of the session.

HF 2121Tax holiday for gun sales, has not had a sub appointed so no action has been taken yet, but this is a Ways and Means Bill and therefore funnel proof.

HF 2069 cost of registering canoes and kayaks, passed full committee with amendments and renumbered as HF 2413.

SF 2076 Lifetime hunting, fishing and trapping privileges for disabled vets, no action was taken on the bill, did not funnel.


With the list of legislators that are retiring, being redistricted and/or running for other offices this could be a very interesting year. Interesting in that some of the folks leaving have been allies on some issues and well, less than allies on others. It remains to be seen how this all shakes out by the end of the session.
