A few weeks ago I cut some locust sprouts that were growing in my clover. There were about a dozen of them no taller than a foot to two foot with the biggest being about 3/4" in diameter. I took a foam brush and dabbed tordon on the stump. Two days later we got a 1" rain. This is what I found yesterday when I went to check some cameras. I guess the tordon washed off the stumps and ran down hill and killed the clover.
