climbing stand cables

I have summit climbing stand I bought new 2 years ago. How do you know when to replace the cables? The shrink tubing is cracked and you can see the cable. Just not sure the safe expected life span is on the cable.
 
The purpose of the shrink tubing is eliminating noise. If the cable itself is not torn it should be fine. I have used mine only a handful of times and the cable coating is beginning to wear. You can buy new shrink tubing for $25 or cables for $45 at Cabela's.
