Is it illegal to cut the antlers off a buck it was hit by a car and dead along side the road?

You are suppose to get a salvage tag for it and then you must take the whole carcass

That's what I thought, just wanted to be 100%.
I know that's what I did last year...had a decent buck hit in front of my brother in laws. Called the County Sheriff, got a salvage tag...took the entire deer (he was hit 2 hours prior) and cut off the horns.
