The code says predominately white and according to the dictionary I have that means "more than" --so-- if the deer is at least 50% white (piebald) you can't shoot it. There is no biological reason behind the law.
Thank you for clearing this question up. I knew that I had seen this info, but couldn't find it in the new short version of the deer booklet. It is always great to hear from an expert.
