handgun hunting laws?

I know of people that have had deer cross the road right in front of them while deer hunting, been pulled over right after with shotguns loaded. All had concealed carry permits so none were ticketed. The CO in that county can be a real stickler and couldn't do anything. I'm sure it will lead to some law changes in the future when it comes to deer hunting.
 
So if I use my .460 magnum with a factory 14" barrel is it legal? What is a "long barrel modification"?
