FOURTH WEEK OF LEGISLATIVE SESSION

The fourth week of session was short but extremely busy. Between the House and Senate, there were more than 150 subcommittee meetings, in addition to regular policy and budget committee meetings. Work is ramping up as the first funnel deadline approaches, now just two weeks away.

The legislature has two funnel deadlines. These self-imposed deadlines are used to determine which bills remain active. To meet the first funnel deadline, a bill must pass out of its committee of origin (for example, a House bill must advance out of a House committee, same with Senate bills). Appropriations and tax bills are exempt from the funnel deadlines.

LEGISLATIVE ISSUES

Conservation legislation gained momentum this week as several subcommittees met, with more scheduled next week. The House Natural Resources Committee passed two bills: one allowing approved online courses to satisfy hunter safety requirements, and another setting lifetime fur harvesting tags at $5.

A House subcommittee voted not to advance legislation that would have created a statewide buffer strip program. While this was frustrating— especially since no group formally opposed the
bill—the Department of Agriculture is moving forward with its buffer strip pilot project.

Next week is expected to be busy, with subcommittees planned on bills to give tenants depredation tags and shooting permits, and the use of a drone to track wounded deer.

Giving NR’s a “resident” hunting license is the first step towards resident deer tags. It’s not even limited to LO’s.
I don’t really understand 2038 as tenants can already get dep tags.
Any benefits to a merger?

Just my opinion but we do not want drone recovery allowed. You can’t put enough guardrails in place to prevent abuse. They are already not allowed and that can’t even be enforced. Is ISC a sponsor of this bill? I’m sure there is someone there looking at it from a business standpoint.

Should have been done years ago. Then institute a draw system for the conservation groups. If not, you’ll have the same groups getting them very yr like now or some bs groups formed just so they can get the tags. If there are 50 available, a group in each county gets one very other year.

No business standpoint from anyone involved that I know of. Maybe one could say “guys that get paid to find deer support this” but it’s nothing like “DJI wrote this” or “the drone recovery group”. Like how Ravin will write bills on crossbows. This is NOT that scenario. Whether u support or not. At least as far as I know. ISC chimed in & said “if ur gonna do it- here’s restrictions CO’s want”. & that info came from those in enforcement.
I absolutely see both sides on deer recovery.
The one issue on drones we absolutely need is: no drones for scouting & hunting of deer. Aside from recovery. Kinda like poaching…. If you watch super close, monitor & are out a lot- u likely have random drones in your area. We had 2 this year on my farm that I would have loved to shoot down if it weren’t a crime. They are all over in deer season & gonna get worse. Why we need clear verbiage on scouting & hunting deer - NO USE DURING DEER SEASON. Clear as day.

I have to admit….. it is a bit interesting those that would be against use of drones during deer season but NOT be against thermals during deer season. One can literally & instantly find & kill the deer….thermal. While thermal drone can only locate them.
Like ANY law, ANY!!!!!!!….. enforcement is always hard. Period. I don’t care if it’s “you can’t rifle bucks out truck windows” - we all know that’s the law & we want it to be the law. Catching dudes doing it- really hard. Doesn’t mean we legalize because it’s hard to catch though. 1 CO, 2 counties - good luck on ANY violation. Heck, several this year called in “I got poacher caught red handed, just happened” & CO is 30 mins away or busy on 3 other calls. A lot of folks get away. Repeat enough- eventually get Caught. Making things illegal that should be illegal- that are hard to enforce should still apply to anything.

Anyways, bottom line, IMHO- no drones scouting or hunting in deer season period.
On recovery…. I pass that Decision to the CO’s. If they have language & tools they comfy with - fine by me. If they don’t support it- I’d also not support it. That’s just me but I defer to them. I know- I’m always the guy who won’t take a position or give an opinion- always passing the buck. ;)

GREEN BILLS- let’s go!!!! Love it!!!
How this matters & “what now”? Write in & get others to on any of these.
Unfortunately- farm bureau killed the buffer bill without saying a word. 15 groups in support at Subcommittee meeting. 0 opposed. Farm bureau sat in corner smiling “you suckers, u wasted your time, we own some of these politicians & this bill was sunk before u showed up”. & I agree with Farm bureau…. Who really needs clean water?!?!? Why would we ever want a small strip of cover for wildlife that would filter toxins & pollution (at choice of landowner) in a state with highest cancer & Nitrate levels in country?!?!?
Silly iowa citizen- we don’t give 2 craps about u- the whole state should be a corn/bean monoculture…. As it already is. We just need a drop more, not less. & btw, our next bill: turn all your lawns into corn & beans. No wildlife allowed in iowa. No laughter or general happiness in life either. We hate puppies & ice cream - want that ended too! :) ;)
 
This is convenient. If a nrlo makes income from crp, renting to a farmer etc an Iowa tax return must be filed. Interesting end run. Even with minimal income a return must be filed.

I’d love to know more details on MN buffer strip program that is REQUIRED state wide- it is not optional… I haven’t looked it up yet but heard about it recently

Not trying to hijack this post but:

What am I missing? I realize that there is basically 1 patrol officer responsible for a 2 county area throughout the state. What about all of the officers at the numerous State Parks? Do they not work with or support the patrol officers? Do the local county CO’s not work with their partners at the state level either? I know that ours do here. They’ll write up a ticket the same as the DNR officer would. Pair that with our deputies that have a no nonsense reputation and maybe that’s why we don’t see the issues that some of you others are having. Don’t get me wrong, we have some issues here and there but nothing like you here about in some of these other posts.


There are also Sherriff’s deputies on duty 24/7. At a minimum they could respond and hold the perp or collect the needed info. If it’s as bad as it sounds in other areas, why are the different agencies not working together?
