Queston concerning deer managment

I am a non resident and tend to read alot of the posts concerning upcoming legislation concerning non resident permits and deer harvest as well as deer refuges. I was wondering if anyone has thought about trying to get the state to commit to some type of Managed Land Permit system like here in Texas. It's one of the best managment tools that landowners, hunters, and sportsmen can use in my opinion. It has worked wonders here in South Texas. The way it works is the state biologists would set up a management plan for a specific piece of property depending on the deer density or deer per acre. Next the landowner or land controller would be issued permits for the harvest of does and unwanted bucks such as we do 4 1/2 yr old mature 8 pts and less as well as other bucks not wanted in the gene pool. The number of trophy permits never exceeds 1 trophy per 1000/acres. These animals are a minimum of 6 1/2 y.o. and over 10 pts. It allows the harvest of the proper animals as well as getting the buck to doe ratio to a 1 to 1 or 1 to 1.5, as well as getting the herd to a level that the habitat can sustain. These animals are harvested with these permits and have nothing to do with your current tags. It seems that it would help with some of your problems and would help let others benefit from the harvest.
 
Would be difficult to manage that type of program. The average land size here Vs ranch size in TX is much different (by hundreds, even thousands of acres) Good suggestion but doubt it would work.
 
Maybe it could be done on these smaller properties with more participants. Overall the more participation you have the better the QDM the better the chances you'll have of growing even bigger bucks with an overall herd reduction. Just something to think about.
