There was one just north of Solon as well. Some lady had goats, dogs, horses, and cows all in similar situations. I Believe all the animals still alive were confiscated and she was charged with neglect.

Good thing we had an easy winter or theyd all be dead. Surprised no one called that guy in earlier as he lives right outside of town. Haven't been back that way in awhile, but it doesn't surprise me at all from that guy.
