OVERVIEW OF THE WEEK

First Funnel Date. It was a busy week & many bill did not get out of committee including the Nonresident Landowner Deer License bills. I believe the information is correct, but I may have missed some bills and will update you with any corrections next week.


NATURAL RESOURCES, OUTDOOR REC …

HF 64, EMINENT DOMAIN. Requires the Governor to approve all state eminent domain property purchases. Prohibits condemning a property from the state register of historic places. Prohibits local entities that collect property taxes from lobbying on eminent domain. Excludes projects receiving state aid from the definition of public use, public purpose or public improvement. Prohibits the DNR from using eminent domain, except for highways. Adds provisions on using eminent domain for lakes. I believe the bill passed HJC. Will update next week.

HF 268, SENIOR DEER SEASON. Authorizes the NRC to establish a senior any-sex deer shotgun license to be used during any deer season. Requires the purchaser to buy a deer license. Eligible for H debate. More work to be done on the bill.

HF 320, GUN RIGHTS. Prohibits the governor or other officials from using an emergency declaration or public disorder to curtail the right to carry guns or ammunition. Allows temporary closures or limits on the hours of business that sell firearms. Eligible for debate.

HF 446, HUNTER SAFETY CERTIFICATES. Requires the DNR to issue hunter safety certificates to peace officers and members of the military within one year of discharge from the service. Passed HNRC.

HF 461 (formerly HF 96), DEER TAGS. Increases the time before a deer must be tagged after being taken to 30 minutes, or when the deer is moved, whichever is first. Allows the deer to be moved a short distance for field dressing before being tagged. Passed HNRC. Eligible for H debate.

HF 500 (formerly HSB 48), EPC & NRC RULEMAKING. Transfers the rulemaking authority of the NRC and the EPC to the director of the DNR. Eligible for H debate.

HSB 190, AGRICULTURE & NATURAL RESOURCES APPROPRIATIONS. This is the House version of the appropriations for agriculture and natural resources. Passed HAC. Bill is to start in the S.

SF 7, HF 78, BLOOD ALCOHOL LIMIT - BOATING. Sets the blood alcohol limit at .08 for motorboats or sailboats operating while intoxicated offenses. Both bills in HNR subcom-J Smith, Baudler, Steckman.

SF 83, MOURNING DOVE SEASON. Authorizes the NRC to establish a hunting season for mourning doves. Passed SNRC.
SF 130, RACCOON HUNTING. Allows a teen under 16 to accompany a parent or guardian, or other competent adult with parental consent, on a raccoon hunt without having a fur harvester’s license if the teen does not hunt or carry weapons. HNR subcom-Rayhons, Thede, Van Engelenhoven.

SF 219, HF 327 NONRESIDENT LANDOWNER DEER HUNTER LICENSES. Didn’t get out of SNRC or HNRC.

SF 346, PROHIBITING DNR FROM AG LAND PURCHASES WITH GENERAL FUND MONIES. Didn’t get out of SNRC.

SSB 1056, CARRY PERMITS. Invalidates a permit to carry when a person enters a bar or restaurant where liquor is served. Adds gun range training requirements and instructors must be certified by the NRA or the DPS. Amended & passed SJC. Amendment prohibits carrying a loaded long gun. Adds an implied consent to alcohol testing when a permit is issued and changes the carry permit to make it invalid when a person is intoxicated. Makes range training for new permits. Suspends a permit for twice bringing guns on a private premises where guns are banned.
 
so i wonder if the range requirement passes will we have to go and take the course over again or can we be grandfathered in?
