You think they don't know? A ton of state parks have seasons now but there's nothing they can do about county or private property.
If farmer Joe and Farmer Bob who live down the mile from each other are both getting deer damage and Joe allows hunting and encourages (requires) his hunters to harvest good numbers of antlerless deer but Bob doesn't allow hunting Joe has some amount of peer pressure he (and the other neighbors suffering damage from Bob's sanctuary deer) can exert on Bob.
Go find farmer Joe and ask him to talk to Bob.
Hell, I heard an Allamakee Farm Bureau rep tell the NRC hunters don't come to his door, go find those people and offer your services.
